When a California state senator unveiled legislation to protect land around the Santa Ana River from overdevelopment, he expected support from Inland Empire environmental groups.  Instead what he got was a skeptical response from groups intent on protecting their turf and their budgets.  Matt Guilhem has this report in our weekly "State of the Cities" segment.
