President Obama on Thursday unveiled a major pivot in White House counterterrorism policy, calling for a limiting of CIA drones strikes and for a renewed effort to close the U.S. detention center at Guantanamo Bay, Cuba.

Speaking at the National Defense University in Washington, D.C., the president said the death of Osama bin Laden and most of his top lieutenants, and the fact that there have been no large-scale terrorist attacks on the U.S. homeland, meant that a new policy was in order — one that concentrates on capturing, rather than killing terrorist suspects.

President Obama speaks at Ellicott Dredges in Baltimore on May 17. The trip followed a visit by the company's president to Capitol Hill to testify in support of the Keystone XL pipeline. The White House says Obama's speech had nothing to do with Keystone, but environmental groups have been frustrated with his stance on the issue.

Former CIA director and retired Gen. David Petraeus helped shape the first draft of "talking points" about the Sept. 11, 2012, Benghazi attacks, according to emails released by the White House and analyzed by The Washington Post.

Former CIA Director David Petraeus is under renewed scrutiny over the role he played in creating the discredited "talking points" about the attack that killed four Americans last year in Benghazi, Libya. The Washington Post has a front-page story Wednesday that suggests Petraeus sought to shape the resulting memo to favor his agency.
